How to Write a Study Plan for a Canada Study Permit (2026)
Canada refused 59% of new study permit applications in 2025, according to figures IRCC gave a parliamentary committee.
Many of those applicants had an admission letter, a paid tuition deposit and bank statements in order. What a large number of them did not have was a convincing explanation of why they were going.
That explanation is called a study plan. It is the one document in your application where you speak to the visa officer in your own words, so how you write it can decide how the rest of your file is read.
What a Study Plan Means for a Canada Study Permit
A study plan is a short letter that explains why you want to study in Canada and what you intend to do afterwards. IRCC calls it a letter of explanation, while schools and consultants often call it a statement of purpose or SOP. These names all refer to the same document.
IRCC lists the letter as a recommended document and says it should explain why you want to study in Canada and show that you understand your responsibilities as an international student.
Some visa offices go further and ask for it directly in their country-specific instructions. The IRCC study permit document list explains where the letter fits and how to find the instructions for your country.
Why the Study Plan Carries More Weight in 2026
A study plan is no longer a formality attached to the back of an application. Nearly 160,000 study permit applications were refused in 2025, and each refusal carried an average of three reasons.
The most common reason, cited in 79% of refusals, was that the officer was not convinced the applicant would leave Canada at the end of their studies.
These figures come from an ApplyBoard analysis of IRCC refusal data, and they point to something important. The leading reason for refusal is not a missing document. It is a doubt about the applicant’s intentions, and the study plan is where that doubt is either answered or left open.
Visa Officers Read a Study Plan With Set Questions in Mind
An officer does not read your study plan the way an admissions office reads a personal statement. The school wanted to know whether you are a strong student. The officer wants to know whether your plan makes sense and whether you will respect the limits of a temporary stay.
IRCC’s instructions to officers list what may be weighed in a temporary residence application. The list includes how long you will be in Canada, how you will support yourself, your obligations and ties to your home country, the purpose of your stay and the credibility of your documents.
A study plan that officers accept speaks to each of these points before the officer has to ask, and the sections below follow that order.
Explain Why This Programme and Why Canada
The first thing the officer looks for is a specific reason for the programme you chose. Name the programme, the school and what the course covers that matters to you. A module, a co-op term, a lab or a professional accreditation is more convincing than a general remark about quality education.
The same applies to your choice of country and province. Statements such as “Canada is safe and multicultural” could appear in any application, so they tell the officer nothing about you.
A reason tied to a place is stronger, as our guide to studying in Saskatchewan shows for students who want practical, employer-driven programmes.
Officers also expect to see why you are not taking a similar programme at home. If the course is not offered in your country, say so. If it is offered, explain what the Canadian programme gives you that the local one does not, and show that you compared them before deciding.
Connect the Programme to Your Education and Career
A programme that follows naturally from what you have already studied or done is easy for an officer to accept. A nurse applying for a healthcare management programme needs little explanation, while an accountant applying for a diploma in hospitality needs a clear one.
Your study plan should therefore show the line running from your previous education, through your work experience, to the programme.
Then carry that line forward into your career. State the role you intend to hold after graduation, the type of employer that hires for it in your home country and why the qualification improves your chances. The more concrete the role, the easier it is for the officer to believe the plan.
The cost matters here as well. An international programme is expensive, and officers ask themselves whether the career you describe justifies the money being spent. A plan that answers that question openly is stronger than one that avoids it.
State Your Ties to Your Home Country Clearly
Because most refusals turn on whether the applicant will leave Canada, your ties to home deserve their own paragraph. Officers cannot assume what you have not told them. If you have a job to return to, a family business, property, dependants, or a spouse and children who are staying behind, state it plainly and attach evidence where you can.
Evidence carries more weight than assurance. An employer’s letter granting study leave does more for your application than a sentence promising to return. Applicants who live in a country that is not their country of citizenship should also explain their status there, so the officer understands where home is.
Wanting Permanent Residence Later Does Not Disqualify You
Many students worry that mentioning a wish to stay in Canada will lead to a refusal, so they write that they have no interest in remaining. That is rarely necessary and sometimes not true. Canadian law recognises what is called dual intent, and it exists for exactly this situation.
IRCC’s own instructions on dual intent say that intending to stay temporarily now and to seek permanent residence later is legitimate, and that the two intentions are complementary rather than contradictory. The same instructions are just as clear about the condition. The officer must still be satisfied that you will leave Canada at the end of your authorised stay if you have no legal basis to remain.
A sound study plan therefore does both things. It can acknowledge that you may explore Canada’s immigration pathways after graduation, including the route from a student visa to permanent residency. At the same time, it shows a realistic life and career to return to if those options do not work out.
If working in Canada after graduation is part of your thinking, make sure the programme supports it before you write about it. Not every course qualifies, so check the fields of study eligible for a post-graduation work permit first. A study plan that mentions post-graduation work for a programme that does not allow it tells the officer you have not done your research.
Explain Study Gaps and Changes of Field
A gap between your last qualification and your new programme is not a problem in itself, but an unexplained gap is. Say what you were doing during those years, whether that was employment, running a business, caring for family or preparing for exams. Some visa offices ask applicants who left full-time education more than two years ago to include a CV, which gives the officer the same information in a form that is quick to check.
A change of field needs the same treatment. If your degree is in one subject and your new programme is in another, explain what led to the change and how the two fit together. An officer who can see the reasoning behind the switch has far less cause to question it.
Your Funding Explanation Must Match Your Documents
A study plan should also say who is paying for your education and where the money comes from. This section matters more than it used to.
Refusals citing doubts about funds for tuition and living expenses rose sharply in 2025, and updated IRCC instructions released in July 2026 direct officers to assess the source of an applicant’s funds in every case, as the same ApplyBoard analysis reports.
The guidance also expects students to be able to cover their costs without relying on work in Canada, so avoid writing that you will fund your studies through part-time work. Name your sponsor, their relationship to you, their occupation and how the funds were built up.
Make sure every figure agrees with your bank statements and forms, and that the amount meets the current requirement following the increase in Canada’s study permit proof-of-funds requirement.
How the figures look depends on where you are applying from. Our guides for Indian students and Ghanaian students explain proof of funds in local currency. Whatever the currency, the story in your study plan and the numbers in your documents must be the same.
Mistakes That Make Officers Doubt a Study Plan
The quickest way to weaken a study plan is to copy one. Officers read a very large number of these letters, and a template taken from the internet is easy to recognise because it describes no one in particular. A plan written around your own history, however simple, will always read as more credible.
Contradictions do similar damage. If your study plan gives one job title and your application form gives another, or the dates in your letter differ from your transcripts, the officer has a reason to question everything else. Check the letter against every form and document before you submit.
Exaggeration is the most serious mistake of all. A false statement in an immigration application can be treated as misrepresentation, which carries a five-year ban on applying to Canada. An honest plan with a modest career goal is always safer than an impressive one that cannot be supported.
Keep It Short and Easy to Read
A study plan does not need to be long to be convincing. One to two pages is enough for most applicants, and some visa offices ask for a single page. Write in plain language and in your own voice, because a letter that sounds like you is harder to mistake for a template.
Follow a simple order: the programme, your background, your career plan, your ties to home and your funding. An officer who can find each answer quickly is more likely to finish the letter with their questions settled. Clear structure does as much for your application as strong wording.
A Refusal Shows You What to Rewrite
A refused application is not the end of the process, but sending the same study plan again rarely changes the result. Since July 29, 2025, IRCC has included the officer’s decision notes with refusal letters for study permit applications. Those notes show what the officer doubted, which tells you what the next letter must address.
Your new study plan should answer each of those points directly, supported by documents that were missing the first time. Keep in mind that a refused application can also mean you need a new PAL or TAL before you reapply. Allow for study permit processing times as well, so the new application still reaches IRCC well before your intake.
Conclusion
A study plan is recommended rather than mandatory, but in 2026 it is often the document that decides a study permit application.
Officers accept a study plan when it gives a specific reason for the programme, connects it to your education and career, shows real ties to your home country and explains your funding in a way that matches your documents.
Wanting to build a future in Canada does not have to be hidden, provided the plan shows you will respect the terms of your stay. The important step is to write the letter for the officer who will read it, and to make sure every statement in it can be supported.
