Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship announced the changes on October 16, saying the revised system is intended to place will also remove the Labour Market Impact Assessment requirement for qualifying job offers under Express Entry, while candidates already in the pool will have their CRS scores recalculated under the revised CRS points system. IRCC says candidates will continue to receive points for eligible Canadian work experience and may receive additional points for Canadian work experience in a high-wage occupation or for a qualifying job offer in a high-wage occupation.

The change gives greater weight to candidates whose Canadian work experience or employment offer falls within occupations associated with higher wages and stronger labour market demand.

For candidates already building an Express Entry profile, the new rules mean Canadian work experience and the occupation connected to that experience may play a more significant role in their overall CRS score.

High-Wage Occupations Will Receive Greater Weight

Under the new system, a high-wage occupation is an occupation with a median wage of at least 1.3 times the median wage of the overall Canadian workforce.

The classification is based on the typical earnings for the occupation rather than the individual candidate’s current or previous salary.

IRCC says eligible high-wage occupations include jobs across health care, skilled trades, engineering, technology and education.

The department will maintain an official list of qualifying occupations using wage information from the Job Bank, Labour Force Survey and Census of Population from the previous three years. An occupation will be assigned the highest high-wage level it met during any year within that three-year period.

This means candidates should pay close attention to the occupation attached to their work experience or job offer rather than assuming that a personally high salary automatically qualifies them for the additional points.

Because the occupation connected to a candidate’s work experience will matter more under the revised system, understanding how to choose the correct NOC code for Express Entry becomes especially important when assessing eligibility for high-wage occupation points.

LMIA Will No Longer Be Required for Qualifying Express Entry Job Offers

Another major change affects how job offers are assessed under Express Entry.

From November 3, 2026, candidates will no longer need a Labour Market Impact Assessment for a qualifying job offer to receive the new Express Entry points.

The LMIA will also no longer be required for a qualifying job offer to meet job offer requirements under the Federal Skilled Worker Program and Federal Skilled Trades Program.

IRCC will still assess job offers to confirm that they are genuine and meet the applicable program requirements.

The department says safeguards will remain in place to address fraud and protect the integrity of the immigration system, so removing the LMIA requirement does not mean every job offer will qualify automatically.

The change is intended to simplify the process for candidates and employers while reducing one of the administrative steps previously connected to eligible job offers.

Express Entry Profiles Will Be Recalculated Automatically

Candidates who are already in the Express Entry pool do not need to create new profiles simply because the CRS system is changing.

IRCC will automatically recalculate CRS scores under the new points structure, including the points associated with eligible Canadian work experience.

Candidates who want to receive points for a qualifying job offer will need to make sure the required job offer information is added to their Express Entry profile before November 3. This makes the period before the new system begins particularly important for candidates who may qualify under the revised job offer rules.

Information entered into an Express Entry profile should remain accurate and supported by the appropriate documentation, especially where the candidate expects the information to affect CRS points.

Express Entry Draws Will Pause During the Recalculation

IRCC says recalculating CRS scores across the Express Entry pool may take up to two weeks. During that period, invitation rounds will be paused. The temporary pause will allow the department to update candidate scores under the new system before Invitations to Apply resume.

Candidates should therefore not interpret an absence of Express Entry draws during the recalculation period as a permanent change to invitation rounds.

Once the recalculation process is complete, candidates will be able to see how the new rules affect their position in the pool. Candidates who later receive an invitation should also be prepared for the next stage, as receiving an Invitation to Apply begins a separate permanent residence application process with its own documentation requirements.

The Changes Build on Canada’s 2026 Express Entry Priorities

The November changes are part of a broader shift toward using Express Entry to target workers whose skills and experience are closely connected to Canada’s labour market needs. Canada introduced targeted immigration measures for medical doctors in December 2025, including a dedicated Express Entry category for doctors with Canadian work experience.

In February 2026, the federal government also announced new and renewed Express Entry categories covering areas such as health care, skilled trades, research, transportation and education.

The new CRS structure adds another layer to that approach by placing greater emphasis on Canadian work experience and qualifying employment in high-wage occupations.

These changes also sit within Canada’s wider economic immigration system, and understanding how permanent residence, work and study pathways fit together can help candidates see where Express Entry fits into their longer-term immigration plans.

What Express Entry Candidates Should Do Before November 3

Candidates already in the pool should review their profiles carefully before the new system takes effect.

Those relying on Canadian work experience should make sure their employment information is accurate, while candidates expecting points for a qualifying job offer should update the required information before November 3.

The occupation connected to the work experience or job offer will also become increasingly important because high-wage classification is based on the occupation itself rather than the candidate’s individual salary. Candidates should also avoid making changes simply to pursue additional points without ensuring that the information accurately reflects their employment history and supporting documents.

Conclusion

The Express Entry CRS changes 2026 will reshape how Canadian work experience and qualifying job offers contribute to a candidate’s ranking.

From November 3, eligible Canadian work experience will be reflected under the new points system, while additional points may be available for high-wage Canadian work experience and qualifying job offers in high-wage occupations.

The removal of the LMIA requirement for qualifying Express Entry job offers will also simplify one part of the process, although IRCC will continue to verify job offers and apply program requirements.

Candidates already in the pool will have their scores recalculated automatically, while those seeking job offer points should update their profiles before November 3.
