March 13, 2026 — Saint-Alban, Quebec — The Government of Canada is taking new steps to strengthen immigration control while attracting and keeping skilled workers who contribute to economic growth.
The Honourable Joël Lightbound, Minister of Government Transformation, Public Works and Procurement and Quebec Lieutenant, speaking on behalf of the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced a temporary measure aimed at helping Quebec retain skilled workers on their path to permanent residence.
What This Means for Skilled Workers in Quebec
Eligible workers can now receive an employer‑specific work permit under the International Mobility Program, allowing them to continue working for their current employer for up to 12 additional months. This extra time will enable the Government of Quebec to review their eligibility for a Quebec Selection Certificate (Certificat de sélection du Québec) before they apply for permanent residence.
This measure is specifically for those who have received an invitation from Quebec to submit a Demande de Selection Permanente (DSP). It ensures that skilled workers remain employed while supporting targeted immigration efforts that strengthen the economy.
Supporting Rural Employers Across Canada
The federal government is also taking steps to help rural employers meet labour needs. From April 1, 2026, to March 31, 2027, employers in participating provinces and territories can retain their current number of low-wage temporary foreign workers and increase the proportion from 10% to 15%.
