Who is Eligible?
Residency Requirement
To qualify under this stream, you must already be living in Canada. If you are temporarily outside the country (for example, on vacation), you can still apply, but you must prove that Canada is your usual place of residence.
Work Authorization
Applicants must be legally allowed to work full-time in Canada in any non-seasonal occupation under one of the following conditions:
- Valid Work Permit
- Maintained Status
- Public Policies
Language Requirement
To demonstrate your language proficiency, you must take a language test and achieve at least CLB 4 in English or French in all four language skills:
- Reading
- Writing
- Listening
- Speaking
Education Requirement
Applicants must have completed the equivalent of a Canadian high school diploma or higher. If you completed your education outside Canada, you will need to obtain an Educational Credential Assessment (ECA) to verify that your education meets Canadian standards.
Work Experience or Training
Your work experience or training must fall under specific National Occupational Classifications (NOCs) to be eligible for the HCWIP.

HCWIP: Child Care
- Home Child Care Providers (NOC 44100)
- Early Childhood Educators and Assistants (NOC 42202)
- Note: Some jobs under this NOC may not be eligible. Review job details carefully before applying.
HCWIP: Home Support
- Home Support Workers, Caregivers & Related Occupations (NOC 44101)
- Nurse Aides, Orderlies & Patient Service Associates (NOC 33102)
Work Experience & Training Requirements
To qualify, you must meet one of the following criteria: Six months of continuous, full-time, relevant work experience within the past three years OR Completed a relevant training credential within the past two years
Job Offer Requirement
Before applying, candidates must secure a genuine job offer as a home child care provider or home support worker from:
- A private household
- An organization that directly hires full-time workers to provide short-term or occasional home care for individuals who are semi-independent or recovering from an injury/illness
Not Eligible Employers/Locations:
- Institutional settings such as daycares
- Locations such as nursing homes
